Bitwise Says Crypto's Long-Term Growth Doesn't Depend on the CLARITY Act

The fate of the CLARITY Act may attract significant attention in Washington, but Bitwise believes the future of the cryptocurrency industry no longer depends on whether Congress approves the bill this summer.

Summary:

  • Bitwise believes the crypto industry can continue expanding even if the CLARITY Act is delayed or fails to pass

  • CIO Matt Hougan argues that regulatory progress is already moving forward through the SEC and private-sector adoption

  • The firm says institutional momentum has become too strong for a single piece of legislation to determine the market's future

In a market commentary, Chief Investment Officer Matt Hougan acknowledged that many investors see the August congressional deadline as a decisive moment for U.S. crypto regulation. However, he argues that even if lawmakers postpone the vote or fail to pass the legislation before recess, it would represent a delay rather than a turning point for the industry.

According to Hougan, regulatory uncertainty has kept part of the institutional market on the sidelines, with some investors preferring to wait for greater legal clarity before increasing exposure to digital assets. If the bill remains stalled, he expects short-term market volatility but does not believe it would derail the broader trajectory of crypto adoption.

Bitwise points to another reason for its optimism: U.S. regulators are already working on independent reforms. Hougan noted that SEC Chair Paul Atkins has repeatedly indicated the agency is prepared to develop rules addressing many of the same issues covered by the CLARITY Act. In the firm's view, administrative action could continue advancing the regulatory framework even without immediate congressional approval.

The report also highlights accelerating participation from major financial institutions. Bitwise argues that initiatives involving firms such as BlackRock, JPMorgan, Visa, Mastercard, Coinbase, and Robinhood demonstrate that digital asset infrastructure is becoming increasingly integrated into mainstream finance regardless of political timelines.

To illustrate the point, Hougan compared the current situation to the early internet era, when technological adoption continued despite delays in U.S. legislation. He believes crypto has reached a similar stage, where industry investment and private-sector innovation are likely to outpace the legislative process, making long-term growth less dependent on the outcome of any single bill.

Related: Robinhood recently expanded its crypto ecosystem by launching its own blockchain, tokenized stocks, and AI-powered trading, highlighting the institutional momentum that Bitwise says is driving the industry regardless of legislative delays.
